Kính mong QUÝ VỊ tham khảo và can thiệp, yêu cầu nhà cầm quyền Cộng hòa Xã hội Chủ nghĩa Việt Nam sớm trả tự do cho tất cả những người bị giam cầm nói trên, để họ được trở về đoàn tụ với gia đình, đặc biệt nhân dịp Năm Mới Việt Nam.

Kính thưa Ngài Chủ tịch,
Chúng tôi được biết Ngài sẽ có chuyến thăm chính thức Hà Nội vào ngày 29 tháng 01 năm 2026, trong khuôn khổ việc nâng cấp quan hệ đối tác giữa Liên minh Châu Âu (EU) và Việt Nam lên mức cao nhất, tương đương với các đối tác chiến lược như Trung Quốc, Hoa Kỳ và Liên bang Nga.
Với tinh thần tôn trọng vai trò và trách nhiệm lịch sử của EU trong việc bảo vệ các giá trị phổ quát về nhân quyền, tự do, pháp quyền và phẩm giá con người, chúng tôi kính đề nghị Ngài Chủ tịch, trong các cuộc tiếp xúc cấp cao với nhà cầm quyền Cộng hòa Xã hội Chủ nghĩa Việt Nam, đặt vấn đề nhân quyền như một điều kiện trọng yếu, không thể tách rời của bất kỳ sự nâng cấp quan hệ nào.
I. Yêu cầu Việt Nam tôn trọng và thực thi các cam kết đã ký với Liên minh Châu Âu
Chúng tôi kính đề nghị Ngài yêu cầu nhà cầm quyền Việt Nam:
1. Nghiêm chỉnh tôn trọng và thực thi đầy đủ các nghĩa vụ pháp lý đã cam kết, đặc biệt là:
- Hiệp định Khung Đối tác và Hợp tác EU–Việt Nam (PCA, 2012), trong đó Điều 1 xác định tôn trọng nhân quyền và các nguyên tắc dân chủ là “yếu tố thiết yếu” của quan hệ song phương;
- Hiệp định Thương mại Tự do EU–Việt Nam (EVFTA) và Hiệp định Bảo hộ Đầu tư (EVIPA), bao gồm các cam kết về:
o Quyền của người lao động theo các Công ước cốt lõi của Tổ chức Lao động Quốc tế (ILO);
o Quyền tự do lập hội, tự do công đoàn độc lập và quyền thương lượng tập thể;
o Phát triển bền vững gắn liền với bảo vệ môi trường và quyền con người.
2. Chấm dứt tình trạng vi phạm nhân quyền có hệ thống, bao gồm:
· Bắt bớ, truy tố và kết án tùy tiện các nhà hoạt động ôn hòa, nhà báo độc lập, người bảo vệ môi trường và dân oan;
· Đàn áp quyền tự do tôn giáo, tự do biểu đạt và tự do lập hội;
· Sử dụng các điều luật mơ hồ trong Bộ luật Hình sự như Điều 109, 117, 331 để hình sự hóa việc thực thi các quyền con người căn bản.
II. Yêu cầu trả tự do cho tất cả Tù nhân chính trị, Tù nhân tôn giáo và Dân oan
Chúng tôi trân trọng yêu cầu Ngài Chủ tịch:
- Kêu gọi nhà cầm quyền Việt Nam trả tự do vô điều kiện cho toàn bộ:
o Tù nhân chính trị;
o Tù nhân tôn giáo;
o Các nhà hoạt động xã hội, môi trường và dân oan bị giam cầm chỉ vì thực thi quyền công dân một cách ôn hòa.
Những cá nhân này đang phải chịu:
· Giam giữ tùy tiện;
· Khủng bố tinh thần và biệt giam kéo dài;
· Điều kiện giam giữ vô nhân đạo, vi phạm:
o Tuyên ngôn Quốc tế Nhân quyền (UDHR);
o Công ước Quốc tế về các Quyền Dân sự và Chính trị (ICCPR);
o Công ước Chống Tra tấn của Liên Hiệp Quốc (CAT) – tất cả đều đã được Việt Nam phê chuẩn.
Các hành vi trên vi phạm nghiêm trọng Hiến chương Liên Hiệp Quốc, các chuẩn mực pháp lý của EU và luật nhân quyền quốc tế.
III. Kêu gọi sự can thiệp của Cộng đồng quốc tế
Nhân dịp chuyến thăm quan trọng này, chúng tôi kính đề nghị:
· Tổng thống và Chính phủ các quốc gia dân chủ;
· Liên Hiệp Quốc;
· Hội đồng Nhân quyền Liên Hiệp Quốc;
· Ủy ban Chống Tra tấn Liên Hiệp Quốc;
- Các tổ chức quốc tế bảo vệ Nhân quyền và Tự do Tôn giáo;
hãy lên tiếng mạnh mẽ và phối hợp với Ngài Chủ tịch Hội đồng Châu Âu, nhằm:
· Bảo vệ quyền và sự an toàn của các tù nhân chính trị, tôn giáo, môi trường và dân oan tại Việt Nam;
· Khẳng định rằng bảo vệ nhân quyền không phải là can thiệp nội bộ, mà là nghĩa vụ pháp lý và đạo lý của cộng đồng quốc tế.
IV. Kết luận
Chúng tôi tin tưởng rằng một quan hệ đối tác chiến lược thực chất và bền vững giữa EU và Việt Nam không thể được xây dựng trên sự im lặng trước các vi phạm nhân quyền nghiêm trọng.
Sự lên tiếng và hành động của Ngài Chủ tịch trong thời điểm này sẽ mang ý nghĩa lịch sử, không chỉ đối với hàng triệu người dân Việt Nam đang khao khát tự do, mà còn đối với uy tín và các giá trị cốt lõi của Liên minh Châu Âu.
Xin trân trọng cảm ơn Ngài Chủ tịch đã dành thời gian xem xét thư này.

Respectfully addressed to:
• Mr. Antonio Costa, President of the European Council, together with Members of the European Council and the European Parliament;
• The Secretary-General of the United Nations;
• The Secretary-General of the North Atlantic Treaty Organization (NATO);
• The President and Member States of ASEAN;
• The United Nations High Commissioner for Human Rights;
• Members of the United Nations Human Rights Council;
• The Government and Congress of the United States of America and other democratic countries;
• The Holy See – Vatican;
• International organizations, non-governmental organizations, and civil society actors;
• Citizens around the world.
We respectfully submit this letter to YOU in order to raise the issue of human rights with the authorities of the Socialist Republic of Vietnam and to request the release of all political prisoners, religious prisoners, social and environmental activists, and dispossessed citizens who are currently detained solely for peacefully exercising their civil rights.
We respectfully request that YOU review and intervene, urging the authorities of the Socialist Republic of Vietnam to promptly release all the above-mentioned detainees, so that they may return to reunite with their families, especially on the occasion of the Vietnamese New Year.

Dear Mr. President,
We have learned that You will undertake an official visit to Hanoi on January 29, 2026, within the framework of upgrading the partnership between the European Union (EU) and Vietnam to the highest level, equivalent to strategic partners such as China, the United States, and the Russian Federation.
With full respect for the EU’s historical role and responsibility in safeguarding universal values of human rights, freedom, the rule of law, and human dignity, we respectfully request that, during Your high-level engagements with the authorities of the Socialist Republic of Vietnam, You raise the issue of human rights as a crucial and inseparable condition of any relationship upgrade.
I. Request for Vietnam to Respect and Implement Its Commitments Signed with the European Union
We respectfully request that You urge the Vietnamese authorities to:
- Strictly respect and fully implement the legal obligations they have committed to, in particular:
• The EU–Vietnam Framework Partnership and Cooperation Agreement (PCA, 2012), in which Article 1 defines respect for human rights and democratic principles as an “essential element” of bilateral relations;
• The EU–Vietnam Free Trade Agreement (EVFTA) and the Investment Protection Agreement (EVIPA), including commitments regarding:
o Workers’ rights in accordance with the core conventions of the International Labour Organization (ILO);
o Freedom of association, freedom to establish independent trade unions, and the right to collective bargaining;
o Sustainable development linked to environmental protection and human rights. - Put an end to systematic human rights violations, including:
• Arbitrary arrests, prosecutions, and convictions of peaceful activists, independent journalists, environmental defenders, and dispossessed citizens;
• Repression of freedom of religion, freedom of expression, and freedom of association;
• The use of vague provisions in the Penal Code, such as Articles 109, 117, and 331, to criminalize the exercise of fundamental human rights.
II. Request for the Release of All Political Prisoners, Religious Prisoners, and Dispossessed Citizens
We respectfully request that You, Mr. President:
• Call upon the Vietnamese authorities to unconditionally release all:
o Political prisoners;
o Religious prisoners;
o Social and environmental activists and dispossessed citizens detained solely for peacefully exercising their civil rights.
These individuals are subjected to:
• Arbitrary detention;
• Psychological harassment and prolonged solitary confinement;
• Inhumane detention conditions, in violation of:
o The Universal Declaration of Human Rights (UDHR);
o The International Covenant on Civil and Political Rights (ICCPR);
o The United Nations Convention Against Torture (CAT) – all of which have been ratified by Vietnam.
These acts constitute serious violations of the United Nations Charter, EU legal standards, and international human rights law.
III. Call for Intervention by the International Community
On the occasion of this important visit, we respectfully request:
• Presidents and Governments of democratic countries;
• The United Nations;
• The United Nations Human Rights Council;
• The United Nations Committee Against Torture;
• International organizations defending Human Rights and Freedom of Religion;
to raise their voices strongly and coordinate with the President of the European Council in order to:
• Protect the rights and safety of political, religious, environmental prisoners and dispossessed citizens in Vietnam;
• Affirm that the protection of human rights is not interference in internal affairs, but a legal and moral obligation of the international community.
IV. Conclusion
We firmly believe that a genuine and sustainable strategic partnership between the EU and Vietnam cannot be built on silence in the face of serious human rights violations.
Your voice and action at this time will carry historical significance, not only for millions of Vietnamese people yearning for freedom, but also for the credibility and core values of the European Union.
We respectfully thank You, Mr. President, for taking the time to consider this letter.
