My name is Quang The Nguyen. I was born in Vietnam in 1958. I escaped Communist Vietnam and came to Pulau Bidong Refugee Camp in Malaysia in April 1988. I was accepted to resettle in the United States of America as a political refugee. I came to America on September 1st, 1989. I worked as a shipping and receiving clerk in a toy warehouse in Jersey City, New Jersey for two months. Then, I moved to San Jose and worked as waiter/dishwasher for four months before getting a stable job as a high school paraprofessional. I worked as a classroom bilingual paraprofessional for 7 years. In these seven years I went to school during nighttime. I got my B.A. Degree in Social Sciences and the Single Subject Teaching Credential in Social Sciences from San Jose State University, California. I have been teaching at Silver Creek High School, East Side Union High School District since Fall 1997. I created the Dân Chủ Việt Movement on June 3, 2013, the Dân Chủ Việt Party on December 28, 2014, and the Republic of Vietnam Government in Exile on January 28, 2016. Chính phủ lưu vong không cần nhiều người, mà chỉ cần chính danh và hợp pháp, nghĩa là có tư cách pháp nhân.
Chính Phủ Việt Nam Cộng Hoà Lưu Vong là tiếp nối chính thức của Chính Phủ Việt Nam Cộng Hoà tại hải ngoại nhờ có đăng bạ hợp pháp.
Do đó, Chính Phủ Việt Nam Cộng Hoà Lưu Vong là đại diện chính thức cho người Việt Quốc Gia không chấp nhận Cộng Sản.
Cộng Sản không hề được dân bầu chọn để lãnh đạo quốc gia qua bầu cử tự do dân chủ. Do đó, chính phủ Cộng Sản chỉ là nguỵ quyền, là nhà cầm quyền độc tài đảng trị, bù nhìn của Tàu Cộng đang chiếm đóng Việt Nam.

Người Việt Nam tỵ nạn chính trị Cộng Sản không chỉ quan tâm đến việc điều hành để phát triển cộng đồng tại địa phương của nước sở tại mà còn phải quan tâm đến nỗ lực phục quốc nữa. Có như thế thì người tỵ nạn chính trị mới thực sự là chính danh. Nếu không, thì không khác gì tỵ nạn kinh tế.
Chính quyền của Tổng Thống Hoa Kỳ thuộc Đảng Dân Chủ hay Đảng Cộng Hoà, (hay Độc Lập, không thuộc đảng nào) đều là ngành Hành Pháp của Chính Phủ Hoa Kỳ.
Ngành Lập Pháp hay ngành Tư Pháp cũng có quyền lực ngang bằng với ngành Hành Pháp. Ba ngành này kiểm soát và cân bằng quyền lực của nhau để ngăn ngừa độc tài. Ngoài ra, còn có quyền lực thứ tư là Báo Chí và quyền lực của những tiểu bang và quyền lực của người dân qua tự do ngôn luận/chính trị được bảo đảm trong Tu Chính Án Thứ Nhất của Hiến Pháp Hoa Kỳ. Thế nên, Tổng Thống Hoa Kỳ không phải là người có quyền lực lớn nhất hay duy nhất có thể quyết định số phận của Hoa Kỳ.
Tỷ lệ người Mỹ gốc Việt quá nhỏ ở những tiểu bang Dân Chủ hay Cộng Hoà và hầu như là một nửa ủng hộ Dân Chủ, một nửa ủng hộ Cộng Hoà. Do đó, người Mỹ gốc Việt hầu như không thể đem lại thay đổi nào đáng kể khi mà kết quả bầu cử vẫn còn dựa trên electoral vote, chứ không phải popular vote. Ngay cả ở những tiểu bang chiến địa, cử tri gốc Việt cũng rất khó có thể đem lại thay đổi đáng kể nào.
Vả lại, hệ thống chính trị Hoa Kỳ – với bản chất tự do dân chủ – cho phép cử tri có quyền bầu chọn Cộng Hoà hay Dân Chủ tuỳ theo thực tế xã hội. Nghĩa là, chính trị Hoa Kỳ có thể tự chỉnh sửa để đất nước không bị rơi vào độc tài.
Do đó, theo tôi, người Việt Quốc Gia tỵ nạn Cộng Sản nên quan tâm hơn đến việc tham gia Chính Phủ Việt Nam Cộng Hoà Lưu Vong để chung tay giải cứu Quốc Gia Dân Tộc thoát Cộng thoát Tàu.
Việt Cộng rất có thể sẽ tan rã theo Tàu Cộng. Dân nước Việt cần một chính phủ lâm thời để ngăn ngừa loạn đa sứ quân và tiến hành bầu cử tự do dân chủ. Chính Phủ Việt Nam Cộng Hoà Lưu Vong rất có thể sẽ được người dân Việt và Thế Giới Tự Do ủng hộ để trở thành chính phủ lâm thời đó.

Mục đích của Chính Phủ Việt Nam Cộng Hoà Lưu Vong là phục hoạt Việt Nam Cộng Hoà để sẵn sàng thay thế nguỵ quyền Việt Cộng.
Chính Phủ Việt Nam Cộng Hoà Lưu Vong không hề công nhận tính chính danh của nhà cầm quyền Việt Cộng vì Việt Cộng đã cướp chính quyền và duy trì quyền lực bằng bạo lực và nhà tù, chứ không hề được dân bầu chọn trong một cuộc bầu cử tự do dân chủ.
Chính Phủ Việt Nam Cộng Hoà Lưu Vong tin rằng nguỵ quyền Cộng Sản sẽ sụp đổ cùng với quan thầy Tàu Cộng.
Loạn đa sứ quân sẽ xảy ra nếu không có một chính phủ lâm thời sẵn sàng thay thế khi nhà cầm quyền Việt Cộng tan rã.
Chính Phủ Việt Nam Cộng Hoà Lưu Vong hy vọng có thể sẽ được người dân Việt Nam và Thế Giới Tự Do trao cho trọng trách làm chính phủ lâm thời để tổ chức bầu cử tự do dân chủ cho Dân Nước Việt Nam.
Hy vọng đó đặt căn bản trên sự kiện Chính Phủ Việt Nam Cộng Hoà Lưu Vong có đăng bạ hoạt động công khai hợp pháp tại Hoa Kỳ.
Chính Phủ Việt Nam Cộng Hoà Lưu Vong là một thực thể chính trị có tư cách pháp nhân, có quyền có lập trường chính trị công khai.
Tuy vậy, Chính Phủ Việt Nam Cộng Hoà Lưu Vong không kêu gọi cử tri Hoa Kỳ ủng hộ ứng cử viên Cộng Hoà hay Dân Chủ, (hay Độc Lập) vì nghĩ rằng một chính phủ lưu vong không nên có lập trường chính trị đảng phái liên quan đến chính trị nội bộ Hoa Kỳ.
Chính Phủ Việt Nam Cộng Hoà Lưu Vong tin rằng Tổng Thống Dân Chủ hay Cộng Hoà hay Độc Lập thì cũng đều phục vụ cho quyền lợi của Dân Nước Hoa Kỳ.
Chính Phủ Việt Nam Cộng Hoà Lưu Vong cần sự ủng hộ của Chính Phủ Hoa Kỳ để phục hoạt Việt Nam Cộng Hoà, dù chính quyền đương nhiệm nằm trong tay của Tổng Thống Dân Chủ hay Cộng Hoà, (hay Độc Lập). Đó là lý do Chính Phủ Việt Nam Cộng Hoà Lưu Vong không kêu gọi cử tri Mỹ gốc Việt ủng hộ ứng cử viên đảng nào. Ai muốn bầu chọn ai là quyền của riêng cá nhân người đó, dựa trên hiểu biết và lương tâm của chính mình.
Chính Phủ Việt Nam Cộng Hoà Lưu Vong kêu gọi người Việt Quốc Gia hải ngoại cũng như trong nước đoàn kết và đoàn ngũ hoá trong những tổ chức chính phủ của Chính Phủ Việt Nam Cộng Hoà Lưu Vong để người dân Việt Nam và Thế Giới Tự Do tín nhiệm Chính Phủ Việt Nam Cộng Hoà Lưu Vong và trao cho trọng trách chính phủ lâm thời. Nguỵ quyền Việt Cộng có thể tan rã trong tương lai. Cần phải có một chính phủ lâm thời thay thế để bảo vệ chủ quyền quốc gia và an ninh xã hội.

The Republic of Vietnam Government in Exile Does Not Call for Support of Any Candidate but Calls for Solidarity and Getting Organized
Ladies and gentlemen,
The administration of the President of the United States, whether Democratic or Republican, (or Independent), is the Executive branch of the United States Government.
The purpose of the Republic of Vietnam Government in Exile is to restore the Republic of Vietnam to be ready to replace the Viet Cong puppet government.
The Republic of Vietnam Government in Exile does not recognize the legitimacy of the Viet Cong government because the Viet Cong has usurped power and maintained power through violence and prisons, rather than being elected by the people in free democratic elections.
The Republic of Vietnam Government in Exile believes that the Communist puppet government will collapse along with its Chinese masters.
Warlord chaos will occur if there is not a provisional government ready to replace when the Viet Cong government disintegrates.
The Republic of Vietnam Government in Exile hopes to be handed the responsibility by the Vietnamese people and the Free World to be the interim government to organize free and democratic elections for the Vietnamese People.
That hope is based on the fact that the Republic of Vietnam Government in Exile has registered legal public operations in the United States.
The Republic of Vietnam Government in Exile is a political entity with legal status and the right to have a public political stance.
However, the Republic of Vietnam Government in Exile does not call on American voters to support Republican or Democratic (or Independent) candidates because it believes that a government in exile should not have a party political stance related to US internal politics.
The Republic of Vietnam Government in Exile believes that Democratic or Republican or Independent Presidents will all serve the interests of the American people.
The Republic of Vietnam Government in Exile needs support of the United States Government to restore the Republic of Vietnam, whether the current administration is in the hands of a Democratic or Republican president, (or Independent).
That is why the Republic of Vietnam Government in Exile does not call on Vietnamese American voters to support any candidate. Who wants to vote for whom is their own individual right, based on their own knowledge and conscience.
The Republic of Vietnam Government in Exile calls on Vietnamese nationalists overseas as well as within the country to unite and be organized in the organizations initiated by the Republic of Vietnam Government in Exile so that the people of Vietnam and the Free World would trust and have confidence in the Republic of Vietnam Government in Exile and hand it the responsibility of the interim government.
The Viet Cong puppet government may disintegrate in the future. There should be an interim government to replace it to protect national sovereignty and social security.

When the military war of the United States v. Red China breaks out, Communist Vietnam’s swinging becomes impossible, and it will side with China.
China could also annex Vietnam before the war breaks out.

Mr. President and the Honorable Ones!
My concern is how to curb China’s ambition to transform South China Sea into its own lake.
On behalf of the South Vietnamese people, I would like ask you for the permission to form “the Republic of Vietnam Government in Exile” so that it could legally operate in the US, especially it could in time call on the US government and its Allies to help the Vietnamese people fight against the Communist Chinese invaders and its Vietcong puppet regime.
I believe that helping set up the Republic of Vietnam Government in Exile is one of the important measures to protect American core interests and the world order in the long run.
I firmly believe that the return of the Republic of Vietnam Government is the only solution affordable, reasonable, and justifiable to the region’s crisis.
I am happy that Mr. President, as the US Commander-in-Chief has eventually decided to have the US navy warships pass within the 12 miles of the artificial islands on China Sea to confirm and assure freedom of navigation on international waters and space.
According to the international maritime laws, no country can claim territorial sovereignty on small islands uninhabitable by nature, like those on the Paracels and the Spratlys. Thus, military bases on these islands are illegal and should be removed.
Rising China’s ambition to transform international waters and space into its own lake and sky should be curbed by the international community, of which the US is now the single leading superpower.
I am concerned about China’s aggression. Its expansionism has been explicitly revealed through the installment of the giant floating oil rig HD 981 in the coastline of Vietnam and the building up of military bases on the Spratly islands, which could not be considered as sovereign territory like naturally populated large landmass.
In fact, by claiming these islands its sovereign territory, implicitly with 12-mile limit affordability, China has challenged the world status quo and the US core interest of freedom of navigation on international waters and space. China is actually threatening the security of the international trade sea route, upsetting the region’s peace and order, and above all, challenging the current power supremacy of the US, and threatening the security of the US itself.
Mr. President and the Honorable Ones!
Vietnam is now facing the threat of being annexed to the rising power of aggressive Red China. If Red China succeeded in annexing Vietnam, it would become much more powerful and surely more troublesome to the world and the US.
China’s expansionism is threatening, not only the Vietnamese, but also the Americans and the world.
As you might have been informed that most Vietnamese people have been struggling for years to set themselves free from Communism and from China.
On behalf of the Vietnamese all over the world, I would respectfully request that you lead the free world in fighting against aggressive China and in helping us Vietnamese set up a free democratic regime.
For now, I would like to ask you for the permission to form “the Republic of Vietnam Government in Exile” so that it could legally operate in the US, unite organizations and parties opposing China and Communism, and especially could in time call on the US government and its Allies to help the Vietnamese people fight against the Communist Chinese invaders and its Vietcong puppet regime.
I believe that helping set up the Republic of Vietnam Government in Exile is one of the important measures to protect American core interests and the world order in the long run.

Democracy is beneficial to everyone, except for a small number of high rank Chinese and Vietnamese Communist leaders, who are torturing their people.
You are the liberators that we can rely on to save us from Chinese domination, and at the same time, set us free from Communism. We have suffered from Communist tyranny for too long!
