My name is Quang The Nguyen. I was born in Vietnam in 1958. I escaped Communist Vietnam and came to Pulau Bidong Refugee Camp in Malaysia in April 1988. I was accepted to resettle in the United States of America as a political refugee. I came to America on September 1st, 1989. I worked as a shipping and receiving clerk in a toy warehouse in Jersey City, New Jersey for two months. Then, I moved to San Jose and worked as waiter/dishwasher for four months before getting a stable job as a high school paraprofessional. I worked as a classroom bilingual paraprofessional for 7 years. In these seven years I went to school during nighttime. I got my B.A. Degree in Social Sciences and the Single Subject Teaching Credential in Social Sciences from San Jose State University, California. I have been teaching at Silver Creek High School, East Side Union High School District since Fall 1997. I created the Dân Chủ Việt Movement on June 3, 2013, the Dân Chủ Việt Party on December 28, 2014, and the Republic of Vietnam Government in Exile on January 28, 2016. Les réfugiés vietnamiens auraient dû créer un gouvernement officiel en exil après leur arrivée aux États-Unis d’Amérique en 1975. Cependant, pour diverses raisons, les anciens dirigeants de la République du Vietnam n’y sont pas parvenus.
Il y a huit ans, j’ai décidé de créer Le Gouvernement de la République du Vietnam en Exil. J’avais créé le Mouvement Démocratique Vietnamien et puis le Parti Démocratique Vietnamien quelques années plus tôt.
J’ai la vision que les États-Unis d’Amérique et le Monde de la Liberté et de la Démocratie finiront par vaincre la Chine et le monde de l’autocratie. En conséquence, le régime communiste fantoche du Vietnam s’effondrera, tout comme son patron chinois.
Les réfugiés vietnamiens ont la chance de retourner dans leur patrie. Je pense que la première étape de ce processus devrait être la création du gouvernement de la République du Vietnam en exil pour restaurer la République du Vietnam.
Le peuple vietnamien souffre du totalitarisme communiste depuis tant d’années et aspire à ce que la République du Vietnam revienne pour remplacer le régime communiste vietnamien – qui est en réalité la marionnette de la Chine.
J’étais lycéen lorsque la République du Vietnam est tombée aux mains du communisme en 1975. J’ai fui le Vietnam pour retrouver la liberté en bateau vers la Malaisie en 1988 et je suis arrivé aux États-Unis d’Amérique en 1989.
J’ai été para éducateur pendant 7 ans et je suis enseignant depuis 27 ans.
J’ai lancé le gouvernement de la République du Vietnam en exil dans l’espoir que le peuple vietnamien, les États-Unis d’Amérique et le monde de la liberté et de la démocratie nous aideraient éventuellement à restaurer la République du Vietnam.
Un gouvernement légal ne peut être justifié que par le consentement de son peuple via des élections libres. Le gouvernement communiste est illégal parce qu’il n’est pas justifié par le consentement du peuple via des élections libres.
Lorsque le communisme s’effondrera au Vietnam, le gouvernement de la République du Vietnam en exil devrait devenir un gouvernement provisoire pour éviter le chaos national. Le gouvernement provisoire organisera des élections libres et démocratiques pour élire les responsables du gouvernement central et des gouvernements locaux d’un régime authentiquement libre et démocratique.

The Vietnamese refugees should have created the official government in exile after they arrived in the United States of America in 1975. However, for various reasons, the former leaders of the Republic of Vietnam could not do it.
Eight years ago, I decided to create the Republic of Vietnam Government in Exile. I had created the Viet Democratic Movement and then the Viet Democratic Party a few years earlier.
I have a vision that the United States of America and the World of Freedom and Democracy will eventually defeat China and the World of Autocracy. As a result, the Communist Vietnam puppet regime will collapse like its China patron.
The Vietnamese refugees will have a chance to return to their Fatherland. I believe the first step of this process should be the creation of the Republic of Vietnam Government in Exile to restore the Republic of Vietnam.
The Vietnamese people have been suffering under the Communist totalitarianism for so many years and have been longing for the Republic of Vietnam to return to replace the Communist Vietnam regime – which is a China’s puppet.
I was a high school student when the Republic of Vietnam fell to Communism in 1975. I escaped Vietnam for freedom by boat to Malaysia in 1988 and came to the United States of America in 1989.
I was a para educator for 7 years and have been a teacher for 27 years.
I initiated the Republic of Vietnam Government in Exile with the hope that the Vietnamese people, the United States of America and the World of Freedom and Democracy would eventually help us restore the Republic of Vietnam.
A legal government could only be justified by the consent of its people via free elections. The Communist government is illegal because it is not justified by the consent of the people via free elections.
When Communism falls apart in Vietnam, the Republic of Vietnam Government in Exile is expected to become provisional government to prevent national chaos. The provisional government will carry out free democratic elections to elect government officials for both central government and local governments of an authentically free and democratic regime.

Người tỵ nạn Việt Nam lẽ ra đã phải thành lập chính phủ lưu vong chính thức sau khi đến Hoa Kỳ năm 1975. Tuy nhiên, vì nhiều lý do, các cựu lãnh đạo của Việt Nam Cộng Hoà đã không thể làm được điều đó.
Tám năm trước, tôi quyết định thành lập Chính phủ Việt Nam Cộng Hòa Lưu Vong. Tôi đã thành lập Phong Trào Dân Chủ Việt và rồi Đảng Dân Chủ Việt vài năm trước đó.
Tôi có viễn kiến rằng Hoa Kỳ và Thế Giới Tự Do Dân Chủ cuối cùng sẽ đánh bại Trung Cộng và Thế Giới Độc Tài. Kết quả là chế độ bù nhìn Cộng Sản Việt Nam sẽ sụp đổ giống như quan thầy Trung Cộng.
Người tỵ nạn Cộng Sản có cơ hội trở về quê hương. Tôi tin rằng bước đầu tiên của quá trình này là việc thành lập Chính Phủ Việt Nam Cộng Hòa Lưu Vong để khôi phục Việt Nam Cộng Hoà.
Người dân Việt Nam đã đau khổ dưới chế độ độc tài toàn trị Cộng Sản nhiều năm và rất mong chờ Việt Nam Cộng Hoà trở về thay thế chế độ Cộng Sản. Thực chất Việt Cộng chỉ là bù nhìn của Tàu Cộng.
Tôi còn là học sinh trung học khi Việt Nam Cộng Hoà rơi vào tay Cộng Sản năm 1975. Tôi trốn khỏi Việt Nam để tìm tự do bằng thuyền đến Malaysia năm 1988 và đến Hoa Kỳ năm 1989.
Tôi đã làm phụ giáo 7 năm và đã làm giáo viên được 27 năm.
Tôi thành lập Chính Phủ Việt Nam Cộng Hoà Lưu Vong với hy vọng rằng người dân Việt Nam, Hoa Kỳ và Thế Giới Tự Do Dân Chủ nhiên hậu sẽ giúp chúng ta phục hoạt Việt Nam Cộng Hoà.
Một chính phủ hợp pháp chỉ có thể được biện minh khi có sự đồng ý của người dân thông qua bầu cử tự do. Chính quyền Cộng Sản là bất hợp pháp vì nó không được biện minh bằng sự đồng thuận của người dân thông qua bầu cử tự do.
Khi Cộng Sản tan rã ở Việt Nam, Chính Phủ Việt Nam Cộng Hoà Lưu Vong được kỳ vọng trở thành chính phủ lâm thời để ngăn chặn sự hỗn loạn của đất nước. Chính phủ lâm thời sẽ tiến hành bầu cử dân chủ tự do để bầu ra các quan chức chính phủ cho cả chính quyền trung ương và chính quyền địa phương của một chế độ dân chủ và tự do đích thực.

The administration of the President of the United States, whether Democratic or Republican, (or Independent), is the Executive branch of the United States Government.
The purpose of the Republic of Vietnam Government in Exile is to restore the Republic of Vietnam to be ready to replace the Viet Cong puppet government.
The Republic of Vietnam Government in Exile does not recognize the legitimacy of the Viet Cong government because the Viet Cong has usurped power and maintained power through violence and prisons, rather than being elected by the people in free democratic elections.
The Republic of Vietnam Government in Exile believes that the Communist puppet government will collapse along with its Chinese masters.
Warlord chaos will occur if there is not a provisional government ready to replace the authorities when the Viet Cong government disintegrates.
The Republic of Vietnam Government in Exile hopes to be handed the responsibility by the Vietnamese people and the Free World to be the interim government to organize free and democratic elections for the Vietnamese people.
That hope is based on the fact that the Republic of Vietnam Government in Exile has registered legal public operations in the United States.
The Republic of Vietnam Government in Exile is a political entity with legal status and the right to have a public political stance.
However, the Republic of Vietnam Government in Exile does not call on American voters to support Republican, Democratic, or Independent candidates because it believes that a government in exile should not have a party political stance related to US internal politics.
The Republic of Vietnam Government in Exile believes that Democratic, Republican, or Independent Presidents will all serve the interests of the American people.
The Republic of Vietnam Government in Exile needs support of the United States Government to restore the Republic of Vietnam, whether the current administration is in the hands of a Democratic or Republican president, (or Independent).
That is why the Republic of Vietnam Government in Exile does not call on Vietnamese American voters to support any candidate. Who wants to vote for whom is their own individual right, based on their own knowledge and conscience.
The Republic of Vietnam Government in Exile calls on Vietnamese nationalists overseas as well as within the country to unite and be organized in the organizations initiated by the Republic of Vietnam Government in Exile so that the people of Vietnam and the Free World would trust and have confidence in the Republic of Vietnam Government in Exile and hand it the responsibility of the interim government.
The Viet Cong puppet government may disintegrate in the future. There should be an interim government to replace it to protect national sovereignty and social security.

1. Thỉnh cầu khẩn cấp vì lý do nhân đạo và pháp lý quốc tế
Chúng tôi khẩn thiết thỉnh cầu Tòa Thánh Vatican, Liên Hiệp Quốc, Liên minh Châu Âu, các chính phủ dân chủ và các cơ chế quốc tế can thiệp ngay lập tức nhằm yêu cầu chính quyền:
Việt Nam, Trung Quốc, Bắc Hàn, Cuba, Venezuela, Lào, Campuchia và Liên bang Nga
trả tự do vô điều kiện cho hàng chục ngàn tù nhân chính trị, tôn giáo và môi trường, hiện đang bị giam giữ chỉ vì thực thi các quyền cơ bản của con người trước lể Giáng Sinh vá năm mới 2026.
Những hành vi bắt giữ tùy tiện, tra tấn, đối xử vô nhân đạo, giam cầm kéo dài không xét xử công bằng là vi phạm nghiêm trọng luật nhân quyền quốc tế, đặc biệt:
Điều 1, 2, 3, 5, 9, 18, 19 và 20 – Tuyên ngôn Quốc tế Nhân quyền (UDHR, 1948)
Điều 7, 9, 14, 18, 19 – Công ước Quốc tế về các Quyền Dân sự và Chính trị (ICCPR)

2. Trách nhiệm pháp lý quốc tế của các quốc gia vi phạm
Trong hơn 50 năm, bất chấp các khuyến nghị, nghị quyết và cơ chế Rà soát Định kỳ Phổ quát (UPR) của Liên Hiệp Quốc, một số chính quyền – đặc biệt là Việt Nam – tiếp tục có hành vi đàn áp có hệ thống, cấu thành:
Tội vi phạm nhân quyền nghiêm trọng và có tính phổ biến
Trách nhiệm quốc gia theo luật quốc tế tập quán
Trong một số trường hợp, dấu hiệu tội ác chống loài người theo Điều 7 – Quy chế Rome của Tòa án Hình sự Quốc tế (ICC)

1. Urgent Appeal on Humanitarian and International Legal Grounds
We urgently and respectfully appeal to the Holy See (Vatican), the United Nations, the European Union, democratic governments, and international mechanisms to intervene immediately and demand that the authorities of:
Vietnam, China, North Korea, Cuba, Venezuela, Laos, Cambodia, and the Russian Federation
unconditionally release tens of thousands of political, religious, and environmental prisoners, who are currently detained solely for exercising their fundamental human rights, before Christmas and the New Year 2026.
Acts of arbitrary arrest, torture, inhuman or degrading treatment, and prolonged detention without a fair and impartial trial constitute serious violations of international human rights law, in particular:
Articles 1, 2, 3, 5, 9, 18, 19, and 20 – Universal Declaration of Human Rights (UDHR, 1948)
Articles 7, 9, 14, 18, and 19 – International Covenant on Civil and Political Rights (ICCPR)

State responsibility under customary international law

We urgently call upon you to:
Cease silence and concessions toward regimes that violate human rights

3. Appel à des actions concrètes
Nous vous exhortons instamment à :
Mettre fin au silence et aux concessions envers les régimes qui violent les droits de l’homme
